Firefighters Use Computers to Prevent Flames - Fire Alarm System

VAN NUYS — Los Angeles firefighters have a new weapon in their arsenal to battle brush fires: a palm-sized computer that cuts in half the time needed to process brush clearance violations. (Fire Alarm System)

LAFD inspectors, however, use the calculator-size computers to collect data on brush clearance violations and notify property owners of their noncompliance.

Some 200,000 violation notices were sent out last year to business and residential property owners in Los Angeles, officials said. Inspectors spent countless hours visiting properties, recording data on paper forms, writing violation summaries, manually entering data into department computers and printing and mailing form letters. Now, inspectors simply call up a list of properties to be inspected, enter a bar code that includes the assessor's map and page numbers, scan a list of violations and check off all that apply, said LAFD Senior Systems Analyst Jack Shafer, who developed the software program. (Fire Alarm System)

The information is then downloaded to a main computer at department headquarters, which prints out letters ready to be mailed to property owners.

"I had purchased a Palm for my own use and I kept getting ads from third parties about software programs that would let you write your own programs," Shafer said. "I asked myself, 'Could I do this for brush clearance?' "

Shafer downloaded a do-it-yourself software program to his personal organizer and wrote a program for brush clearance inspectors. He then showed the program to several Fire Department officials, who helped him refine it. (Fire Alarm System)

The entire process, he said, took about four months, which was just in time for brush clearance inspections that began in May.

"The time savings has been phenomenal," said Capt. Paul Quagliata, who commands the brush clearance unit. "It will enable us to complete our inspections in record time. We are doing in a month what usually takes four to five months." (Fire Alarm System)

The 70 miniature computers cost about $500 each--plus another $30 to $40 for straps that allow inspectors to wear them like wristwatches. The units were paid for with money originally earmarked for laptop computers that would have cost about $1,500 apiece, Shafer said.

By using the new devices, the Fire Department is saving the city about $123,000 a year in inspection and data entry costs, Shafer said. (Fire Alarm System)

"You can't really quantify how many fires didn't happen, how many people didn't burn," Shafer said. "What we do know is that the system is more efficient."

Shafer said he is currently developing software application programs for the Fire Department's emergency medical services and air operations units. (Fire Alarm System)

For example, installing a basic CCTV System was a case of running a coaxial cable from A to B between a Camera, a monitor and a VCR.

In contrast, installing an IP video surveillance system involves network, router and server configuration, choosing cameras and configuring a digital recording system based on features such as resolution and video compression codes and selecting, choosing and installing a software needed for control and operation of System. In case of video surveillance, apart from new technological trends; the traditional security skills such as video surveillance system design, camera selection and placement, integration with other security systems such as access control, fire and intrusion has to be acquired.

Security Camera System - Buyers Guide

Although the application of CCTV security have not changed very much over the past years, the tools and equipment have significantly. Cameras became smaller, cheaper and better, but the major breakthrough happened in recording equipment.

Therefore many customers shopping for complete CCTV monitoring and recording systems are confused by such a verity of available products. Goal of this article is to guide buyers toward best possible and most economical type of CCTV equipment, based on intended implementation and requirements.

Selecting the right cameras.It is virtually impossible to describe all types of available ones in this short article. We will focus our attention on most popular and widely used camera types instead.

CCTV produce images using CMOS or CCD (Charge Couple Device) chips. Tiny, very low price CCTV cameras usually use CMOS technology, produce poor quality images and have very poor light sensitivity. Decent quality CCTV cameras use CCD technology. The size of the CCD chip is normally 1/4", 1/3" or 1/2". As a rule of thumb, the larger the size, the higher the quality of the image produced and the higher the price. However, higher density 1/4" and 1/3" CCD chips can now produce as good an image as many 1/3" or 1/2" chips.

The number of TV lines in the security camera image is a measure of picture resolution (sharpness). The larger the number of TV lines, the better the resolution and hence, overall picture quality. Standard resolution camera may have 350-380 lines, over 400 TV Lines is generally considered good resolution while over 500 TV lines is considered high resolution. B/W chip cameras produce greater resolution and better light sensitivity, therefore suitable for use in dark areas where light conditions are poor most of the time.

Professional grade cameras.

Have box type body with the ability to use different types and size of lenses. Exchangeable lenses enable this camera, to monitor objects from virtually any distance. Although for indoor use, they can be used for outdoor when combined with weatherproof housing. They are considered to be the most flexible and widely used by professionals for commercial installations.

Bullet cameras.

Bullet cameras are, as the name suggest contained inside bullet shaped housing.

Most bullet cameras are weatherproof and sealed without the ability to use different lenses. Great advantage of bullet camera is the small size and integrated design, some bullet cameras will even have infrared LED future built-in. simply LED light in infrared spectrum (not visible to human eye). This light will illuminate viewing area, making possible monitoring in complete darkness. This is great future, but it only works up to certain distance (usually between 10 and 50 ft. depending on model) Vary simple to install and estheticly designed, bullet cameras are great choice for residential and do-it-yourself installations where monitoring objects are within about 25ft from the camera location (with standard 3.6mm lens).

Board Cameras.

Board Cameras are basically fixed lens mounted on a circuit board. These cameras may be packaged in a small case (Mini Cameras) or dome (Mini Dome) or simply sold unpackaged, for mounting by the purchaser. Lenses in these are either of a normal industry aperture or a "pinhole" lens of very small aperture. Pinhole lens cameras are often called "spy" cameras and may be mounted in a concealed way for covert surveillance purposes. The most popular examples of covert board ones are smoke detector and motion detector cameras.

Since the lenses in board cameras are pre-mounted, have a fixed iris and are usually of a short focal length (i.e. wide angle), their flexibility of usefulness is limited. However, this type of camera can provide a low cost solution in the right situation, particularly in a home environment. We have shortly described most popular types of cameras, lets now discus, how and where they mite be used.

Board cameras in contrast are widely used in covert camera installations, sometimes called Spy Cameras. Many are basically board ones with built-in transmitter. We are not going to go into wireless cameras right now, as this would be enough material for completely new article.

Board cameras are sold as plain circuit board, for integrating into hidden camera devices. They are also available in dome housing, as vary popular Dome Camera or integrated with Smoke Detector, Motion Detector, Exit Sign and so on. Most also come with 3.6mm lens although some will allow lens to be replaced.

Over the time, most practical design has been Dome Camera with its aesthetic appearance it blends into surroundings, especially with drop down sealing, great for use in stores, lobbies, gas stations and other public places. Practical solution for covert installation are also, Motion and Smoke Detector cameras, they are absolutely not substitute for your security alarm or fire protection. They should always be selected based on the location of the camera (inside/outside), distance from the monitoring object, light condition and budget.

When shopping for security cameras, customers are faced with the fact that they will need to select one or another recording device.

The days of well-known CCTV time-lapse recorder are almost over.

Although some customers still prefer this old fashioned recording solution, it is well worth to invest some extra money to purchase a good quality digital video recorder (DVR). Digital recorder transfers analog camera video feed into format, and stores it on hard drive. There are two major types of digital recorders on the market right now.

PC Based Systems.

A special board and software installed on the computer will allow camera inputs and store video on the hard drive.

Many people are under the misconception that personal computer with additional hardware installed, will do the job. This explains the hundreds of companies that have hung up a sign, taken out some ads and begun working out of basements and garages, holding themselves out to be DVR manufacturers and security specialists. Some DVR systems will even have remote monitoring capability, useful when monitoring is required in different locations through Internet or network. Most important futures to look for when selecting the right DVR recorder are motion detection and frame speed. The higher the frame speed the more fluent video recording. Motion detection will allow recording video from each camera only when motion is detected; this is great for extending video recording time.

Security Monitors.

Video from Security recorder could be displayed on regular TV monitor. It is OK to do it this way, for baby monitoring or residential application, when quality of the picture is not that important. However for professional installation, security monitors are as much important as cameras. They offer extended life of picture tube (necessary with any static picture, that can cause picture burnout) and much grater resolution.

Cables and wiring.

Finally any camera installation will require proper wiring. Good quality cable will prevent video degradation over long distance runs. It is recommended to use RG59 or RG6 coaxial cables as it is fully shielded and will prevent video loss up to 400 ft. Coaxial cables will require BNC connectors and proper installation possibly done by experienced technician. In short runs plug and play non-coaxial cables with factory installed BNC connectors may be used (up to 150 ft.). The plug and play cables are easy enough to install by not experienced users.

Cables for CCTV Cameras consist of two cables bundled in one jacket. One cable for video and one for power delivery.

Conclusion.

Every CCTV System is as good and reliable as its weakest component. With this in mind, investing on highest quality and performance cameras, while purchasing low performance recorder, from economical and practical standpoint just does not make sense.

For example, why use CCTV Cameras with 500 TV lines of resolution with monitor that offers only 380 or less. All the benefit of high-resolution camera is affectively sacrificed by limited capability of monitor. Asking questions is important before purchasing video security system, and your vendor will probably be able to give more details and recommend equipment for specific needs and requirements.

What To Do In The Event Of A Fire At Your Business Premises

As part of the fire risk assessment it is important for businesses to identify what to do in the event of a fire. Common sense and discretion should be used on the discovery of a fire. If the fire is very small, and one is confident that it can easily be extinguished, the nearest appropriate fire extinguisher should be used. If this action has no immediate effect on the fire the fire alarm should be operated to inform fellow colleagues and personnel within the workplace.

In premises not provided with an electrical alarm the warning should be by word of mouth, "FIRE", or by operating the manual break glass call points. In general the fire alarm should be sounded prior to the fire being tackled. All staff should be shown the "Break the Glass call point" in the vicinity of where they work.

If calling the fire service or reporting a fire locally the following information should be gathered where possible:

1. The exact location of the fire;
2. The location of any trapped persons;
3. The type of fire ie the type of fuel involved;
4. Report any hazardous substances that may be involved, such as the following - toxic or explosive chemicals, any radioactive substances, any gas cylinders

The Fire Service should be called directly by dialling 999 and all the relevant information should be passed on to the fire service control. Remember the Fire Service Control may not be familiar with the topography of the area. It is therefore essential that the correct postal address of the premises is given. It may be conducive to provide a conspicuous notice adjacent to the telephone which may be used for calling the Brigade. Such a notice should include the correct postal address. All staff should be told the system of reporting a fire that is relevant to them. Only after the alarm has been raised and the Fire Service informed should the fire be tackled. In practice the fire may be discovered by more than one person and the above action can be carried out simultaneously.

If your efforts to tackle the fire has no effect or the fire is too large for first-aid fire fighting then evacuate the building immediately by using the shortest possible route closing the door to the effected room behind you.

After evacuation report to the pre-determined assembly point and await further instructions. An individual should meet with the fire officer when he or she arrives and pass on any relevant informaton, this would include the possible location of the fire as well as whether everyone is out of the building. This information is vitally important and will ensure that the Fire Service have as much information as possible to enable them to put a plan of action in place. If you have a plan drawing of the premises then this would also prove very useful and would save valuable time.

On occasion the fire may not be visible from outside the building and some people may wish to re-enter the building to collect their belongings or to shelter from the adverse elements. It may be that the fire is in a Hotel at three 'o' clock in the morning on a cold Winter 's night, if this were the case then guests would want to return to their rooms as soon as possible, it is imperetive that people are only allowed back into the building once the fire service have completed their actions in identifying the location of the fire and making it safe for individuals to return. The fire officer will inform the business manager of when it is safe to do so.

Following the conclusion of the incident the fire officer will carryout an investigation into the most probable cause, it is likely that at this stage the very first thing they will ask to see is your completed fire risk assessment, to identify what fire hazards you had recorded within it and the various preventative measures you had considered to prevent a fire occuring at your workplace. Insurance companies are incresingly asking to see fire risk assessments when purchasing insurance and certainly following a fire in the workplace, not to have completed a fire risk assessment at your business may compromise yor insurance policy

One of the most common causes of fire within business premises is poor management. Fire Safety is often overlooked by businesses as people believe it, "will never happen to them" don't fall into the same trap, as statistics show, that along with the heartache of serious injuries to people, two thirds of businesses never recover from a serious fire. Make the appropriate provisions now by putting your management systems in place to protect your people and your livelihood.

There are many hazards to contemplate when conducting a fire risk assessment. Understanding the risk posed by such items is fundamental in the assessment, added to this; in the business workplace there may be machinery and equipment that could cause problems.

The second ingredient of fire is any combustible material. Most materials present in either the home or the workplace are flammable in some way. In the workplace, a pile of waste may be just the right material to feed a blaze whereas in the home, soft furnishings are an especially vulnerable material to fire. Recognising the risks that these materials pose is a vital element in reducing the risk of fire; naturally, if the fire has no material to feed off, it will not spread as quickly, greatly improving safety.

The final component of any fire is oxygen. Without oxygen there is no way that a fire can even ignite, let alone spread. For fire risk assessors, the job of keeping oxygen levels under control is understandably difficult as it surrounds us at all times. An assessment should predominantly focus upon the other two ingredients of fire unless the workplace or location has stocks of pressurised oxygen which may in effect intensify a blaze.

The second stage of a fire risk assessment is to recognise the risks not only of the fire itself, but which people will be most vulnerable if a fire does break out. These people can vary greatly in the risks they may encounter as well as the speed of their exit. Of especial importance are those who work with combustible materials or work alone in areas that may be prone to fire. An assessment should also include the numbers of vulnerable people such as young children, the disable or elderly.

While the fire risk assessment is carried out to evaluate the risk of fire, it should also put in place measures to reduce this risk. An assessor should be able to give advice on ways in which to remove flammable materials, or replace them with less flammable materials. They should also be able to advise on the best ways to keep ignition sources away from combustibles. This is all part of fire safety management.

Providing practical advice to workers or residents is also part of the assessor 's responsibilities. Education, on the risks and how to prevent fires breaking out can be invaluable. How To Make An Outdoor Fire Pit

A fire pit can add dimension and value to your home. Fire pits are very nice in the winter as well as the summer.

There are kits available that allow you to simply put one together and away you go. However, I find that learning how to make an outdoor fire pit is the most cost effective way to go.

The first thing you want to do is consider what you want the fire pit to look like. Think about color, height, width, location and material needed.

You want to be away from any structures or things that could catch fire for obvious reasons, so location is the first thing to decide on. For material, most rock or do-it-yourself cement should suffice.

As these things go, always check with your local authorities for ordinances and regulations regarding fire pits in your area concerning where they can be placed and how big they can be. You want to be within the law with this. If you need building permits or neighbor�s permission, get it so you are in line and legal so you don�t run into problems later on.

With that out of the way, you can map out your location and begin. Here is an idea for a basic, in-ground fire pit that is approximately 24� inside diameter and 10� deep.

What You Need

You will need 2 or 3 bags of quick drying cement like Sakrete or the like, enough firebrick or stone to line it with, some quick mortar, a trowel, a 2x4 piece of lumber, a small piece of dowel wood, a can of spray paint (any color will do), some regular gravel and some string.

1) First, find the center of your fire pit�s location and mark it with the dowel wood. Now attach a 12� piece of string to the dowel with a can of spray paint at the end. Using the string as a guide, paint a 24� circle. Then do the same thing with a piece of string 24� long.

2) Dig out between the paint lines 10� deep and you have a trench that is 48� in diameter at the largest point with a trench that measures 12� wide by 10� deep all around. This is your base.

3) Now add the gravel to the trench and tamp it down so it�s firm. Then mix your cement and fill the trench to the top all the way around. Level this off with the 2x4 and smooth out with the trowel. Allow to set for at least two days, possibly up to a week so it has cured properly.

4) You will dig out the inside of the pit to so it is 2 to 3� higher than the sides, which will 7 or 8� and lay some more gravel in the bottom.

5) Then mix up your mortar and lay the firebrick so the bottom is completely covered. You may want to lay a second layer of brick. That�s up to you entirely.

6) Allow the mortar to dry for a couple of days and you have an in-ground fire pit ready to go.

This is only one style among many, so look around and see what you want and go for it!

If You Do Fight The Fire

You also need to know if it is automatic - it will turn the water flow on without a tap but you still need to twist the nozzle - or manual - you will need to turn the tap by the reel and twist the nozzle.
However, fire extinguishers are still the most effective method of putting out a fire, as long as the right extinguisher is used for the particular fire. A water-based extinguisher can also be used to damp down "hot spots" to ensure a fire will not re-ignite.

Fighting fires can be done safely and can prevent damage to property and possessions. However, the most important fire fighting tip is to only fight the fire if you are in a position where you can still escape.
If there is any doubt, any at all, get out of the premises immediately and stay out. Leave the hero stuff to the professional fire fighters.

Light and Infrared Irradiation in Cctv Systems

Over the past few years we have witnessed the appearance of day night CCTV cameras, all featuring a “miraculous” capability to amplify by many hundred folds the camera “minimum illumination” by removal of the IR cut filter and by turning off the color circuit. Usually, the day mode sensitivity ranges from 1 lux to 0.25 lux and leaps to 0.01 ~ 0.0001 lux for the camera's night (B/W) mode. This “miraculous” increase is not real; it is a measurement trick by exposing the CCD (Charged Coupled Device) to high power infrared emission and specifying it inadequately in a very low lux value.

Lux and Infrared power are not the same. Lux is a photometric unit that measures point to point illumination (dependent on the quantity of irradiated light and the distance between the light source and the illuminated object) while Infrared power is a radiometric unit - measured in Watts . Illumination makes it possible for us to see while infrared irradiation is invisible to the human eye.

The distinction amongst illumination and infrared irradiation is in the frequencies, or the wavelength. The wavelength of the visible spectrum ranges from 400nm (violet) to 700nm (red) which is divided into a rainbow of colors from red to orange to yellow to green to blue and to violet.

CIE (Commission International de l'Eclairage) also known as International Commission of Illumination, has clearly stated the measurement of light, known as photometry, applies only to the visible portion of the optical spectrum and includes units such as nit, lumen, candela and lux. Measurements of human's eye sensing ability have shown that the efficiency is highest to green color (100% at around 555 nm) and it declines to 50% near orange (around 610 nm) and blue (around 510 nm) and less than 10% near red ( around 650 nm) and violet ( around 470 nm). Humans do not sense radiated waves in the ultraviolet (below 400 nm) or the infrared (above 700 nm) regions.

CIE standards are quite complex but it will be sufficient to comprehend that the value for a green light source(555nm) with 1W of luminous flux, is equal to 683 lumen, which for a point to point measurement equals 683 Candela . In contrast, 1W of red (650 nm) luminous flux equals only 68 candela and 68 lumen and 1W of infrared (over 700 nm) radiant flux equals 0 lumen, 0 candela and 0 lux.

The problem is that few people know what lux and infrared radiation are, or how illumination and radiation are measured. One of the devices for measuring illumination in lux is the illumination meter, also known as a light meter. The light meter includes a filter and is calibrated to measure only light units within the visual optical spectrum as defined by CIE. This filter is similar to the IR cut filter preventing all infrared radiation from passing in order to keep the measuring accurate. That is why all the known exposure meters, light meters and other illumination measuring equipment will read 0 lux or some residual value when exposed to infrared radiation.

In CCTV light meters are used to measure the scene illumination observed by a security camera, but should never be used to measure infrared irradiation, because its reading will be 0 lux, or a residual reading like 0.001 lux, even though the scene may be exposed to considerable quantity of IR radiation.

In order to understand very well the significant impact that these measurements have in designing a CCTV system we must first understand how a CCD (Charged Coupled Device) works.

The CCD sensor is designed to resemble the human eye, with similar color sensing efficiency. That is why CCD sensors are most sensitive to the green (550nm) region of the spectrum and drop to 0 sensitivity in the ultraviolet (under 400nm) region. CCD sensors however do sense infrared radiation over 700nm and up to 1000nm (some are more sensitive and can sense up to 1200nm).

The CCD sensitivity is much lower in the IR region and drops to only 5-10% efficiency or less, as shown in a typical CCD efficiency graph.

Even though the sensor's sensing efficiency in the IR region is very low, at day time infrared radiation which is heavily radiated by the sun, by hot objects, by human body and by incandescent or halogen light bulbs must be prevented from reaching the color CCD. If such IR is radiated into the optical path of a color CCD, it will cause heavy disturbances in the processing of color pictures. That is why every color CCD (or CMOS) sensor must be fitted with an IR cut filter that blocks the infrared radiation from reaching it. As explained above, sensors are far less sensitive to infrared radiation than to visual spectrum. Therefore the concept that the removal of the IR cut filter increases the camera sensitivity a hundred or even a thousand times is a simple case of distortion, induced by the improper use of a light meter for measuring infrared irradiation.

The common inaccurate test for the night mode of a day night camera is performed by introducing a powerful infrared radiator (incorrectly named IR illuminator) for irradiating infrared onto a dark scene. The test is carried out by connecting a CCTV camera (with its IR cut filter removed) to a waveform analyzer for measuring the output signal. The day/night camera is placed to observe an IR irradiated scene. After that the light meter is positioned into the scene to measure the infrared irradiation in lux.

This is a misleading test that generates false results. We will get an IR induced B/W signal into the waveform analyzer with a value like 20 IRE, while the light meters will read 0 lux or a residual value, such as 0.01~0.0001 lux, which is used in the camera's technical chart to define sensitivity or its minimum illumination. You should be aware that IRE is a unit of signal level or strength and is not associated to infrared radiation in any way.

The correct but more “difficult” lab test of a CCTV camera's sensitivity or minimum illumination is performed by placing a standard 2000 lux source with a test chart in front of the camera (connected to a waveform analyzer) with its IR cut filter removed. After the initial are inserted in front of the light source until the video signal measured drops to 20 IRE. The minimum illumination will than be calculated on a basis of the neutral density filter reduction factor. Neutral density filters are available in different transmittance factors and reduce the luminous intensity by ratios such as ½, 1/16, 1/50, 1/100 etc. The neutral density filters are very similar to those used in auto iris smart lenses.

This is why whenever you see a day/night camera with a minimum illumination values like 0.001 lux or even 0.001 lux, try to keep in mind one thing – marketing strategies sometimes weight more than common sense.

In the UK, home of twenty percent of the world's CCTV cameras, there is mounting concern about its invasion and lack of regulation. "UK Public CCTV Surveillance Regulation Campaign."

The thought-provoking questions they ask are good ones.

They want to know, for instance, why, if television programming and licensing is so heavily regulated in the UK that the same legislators have never considered licensing for CCTV use and installation? They ask also if the crime statistics touted by CCTV proponents are accurate, or if the criminals are merely being moved down the road to commit crimes elsewhere.

They want to know if civil liberties are being taken into consideration, or if they're ignored and thus violated. They want to know if close circuit television is really worth what they're paying for it. Does it really, for instance, deter crime, provide swift proof of guilt and reduce the number of police officers needed to keep a vigilant watch?

They also ruminate about whether these cameras, once in place, are actually being adequately monitored. If, in fact, there are enough folks doing the watching that quick response can be affected once a crime in action is caught on camera. If that is not the case – if, in fact, as they suspect, one person is paid to view a vast number of monitors at one time, then the cost of the equipment may in fact not be offset by the policing authorities' availability to arrive on the scene in a timely fashion.

There are many concerns for the rights of citizens caught on tape as well. What, for instance, is the policy on who sees what faces and how long those faces remain on tape and where?

To what other uses and outside firms will information garnered by CCTV be handed out? Will racial profiles of neighborhoods, for instance, be sold to commercial marketing companies? If these videos are sold to outside firms what's to keep them from using them in commercial ways that would include the display of photos? Might not an advertising agency, for instance, use the photo of a prominent person such as an entertainer or politician, as part of an advertising campaign? And if so, what about the rights of said entertainer or politician? What about her or his rights to financially gain from the commercial enterprise?

These and many other questions are being asked by concerned British residents who see CCTV as potentially invasive if not regulated, and in the hands of the wrong people.

They also point out zealously that the May 2000 Declaration of Human Rights, delivered in Strasbourg, confirms the illegality of the unregulated and undisclosed use of CCTV. Its Article 8 stated it to be an interference to the applicant's right to expectation of privacy and that this interference was a direct result of its not being regulated by any governing agency.

These days, you can hardly open a newspaper or switch on the telly, without being bombarded with stories about video surveillance, or digital CCTV, or indeed many less than glowing references to Big Brother; so what exactly is the state of surveillance in Britain today?

Well generally speaking, it's either regarded as a sure fire vote winner and the greatest thing in crime fighting since the invention of the tin whistle, or one millimetric step away from a bottomless Orwellian abyss.

The truth of course tends to lie somewhere in the middle, but then the problem of quantifying the merits or otherwise in using this technology, are somewhat diluted by a fundamental misunderstanding about exactly what the use of Closed Circuit Television means to our modern society.

Although most people consider the now widescale adoption of CCTV as a relatively new phenomenon and something to be enthusiastically embraced, the UK is actually charging headlong into a “third age” of video surveillance, with little if any informed discussion on the benefits and outcomes we could perhaps expect over the next five to ten years.

It was not so long ago that the Information Commissioner Richard Thomas, was warning of Britain “sleepwalking” into a surveillance state, and yet a report commissioned by his own office and published in September 2006, actually leads with the statement “We live in a surveillance society. It is pointless to talk about surveillance society in the future tense.”

To industry insiders, this apparent revelation was no more a surprise than the realisation that successive academic reports into the effectiveness of CCTV in tackling crime, have only served to highlight a hidden technical conundrum, which impacts hugely on the way in which cameras are frequently failing to fulfill their potential, or live up to expectations, depending on your particular point of view.

Time and again, reviews are published which throw in to question whether CCTV actually works, but almost without exception, there is a significant flaw in the presentation of the data. When reporting on technical efficiency, it is naively assumed that the systems have been correctly profiled, designed, installed and operated, to achieve the highest levels of efficacy.

In practice, little could be further from the truth.

Generally speaking, there is no wider public realisation that Closed Circuit Television, CCTV, video surveillance or whatever else you want to call it, is actually a discipline that relies on the expert application of a huge range of tools and techniques, in order to address the unique set of demands and circumstances found in any given location.

Whilst Joe Public may see the working end of a system as simply a remote control camera stuck on a pole in their local high street, possibly a couple of miles away from the ‘state of the art' control room, the inescapable fact is that much of our existing CCTV is actually working at a very low level of technical efficiency, and indeed in many situations, is little more than a labour intensive exercise in lottery surveillance.

Now if that sounds a rather harsh indictment of an industry that is blessed with an abundance of positive perception, then I make no apology for saying that an open and informed debate, on both the way that video surveillance is currently being embraced and the shape of things to come, is now well overdue, if not already too late.

Much has been remarked just recently on the use of Automatic Number Plate Recognition (ANPR) systems, and how vehicles can be tracked through a network of cameras, much as is presently done with the London Congestion Charge scheme.

At present, as a law enforcement tool it is undoubtedly extremely useful indeed, but then it isn't 100% accurate, and also not without its very own achilles heel.

The recently leaked Home Office memo which highlights the intention of possibly using all available traffic monitoring cameras to provide “real time” tracking of vehicles, really shouldn't provide any great surprises, given previously well publicised announcements on future operational intentions.

That said, this particular tool is only a very small part of a rapidly developing 'Video Analytics' armoury, where numerous commercial and scientific research groups around the world, are rushing to develop workable computer based smart systems, that can for example provide dependable facial recognition (at best, it's generally only around 30 - 50% efficient at present), object and target tracking and behavioural analysis, particularly for anti terrorism or Homeland Security use, and seriously clever technology that can help investigators search through vast amounts of recorded data looking for a specific object or individual.

This latter development holds enormous potential for improving existing control room operations by reducing the inevitable data overload, particularly where a single operator may already be responsible for monitoring dozens or more remote control cameras.

Mind you, whilst existing technology already provides for the possibility of automatically tracking a single moving target, in the not too distant future using very high resolution Mega Pixel surveillance cameras, computers will be able to track multiple targets on screen, and so effectively follow a number of individuals movements within a given area, and all without the involvement of any human operator.

It's interesting that whilst the technology continues to develop at a breathtaking pace, any attempt to regulate or oversee the way in which it is applied, is still fixed firmly somewhere back in the dark ages. Civil libertarians have for many years cautioned over the unfettered adoption of CCTV, and its potential for abuse and misuse. In fact, the perception that its negative effects in terms of privacy concerns for the law abiding, has not been mitigated by any significant impact on the behaviour of the law defying, has in itself become something of a cause celebres amongst those in the know.

Whilst it's reasonable to say that historically technical indiscretions by system operators are by no means commonplace, it is becoming an increasingly difficult environment to foresee the appropriate and responsible use of this undoubtedly powerful technology, unless effective steps are taken to provide some practical form of regulation, perhaps through the establishment of an independent Public Surveillance Inspectorate.

Whilst the tired old mantra of ‘if you've done nothing wrong, you have nothing to worry about' may provide a cloak of comfort to those most happy to unreservedly embrace whatever is being offered, the fact remains that even using the most technically impressive systems available, there is a potential for mistaken identity, and this can have dire consequences for any innocent but accused individual.

It's interesting to note that whilst the figure of 4.2 million CCTV cameras in the UK has been bandy'd about for quite a few years now, it is probably fair to say that whatever the true number was then, it has most certainly significantly increased in recent times.

With the distinct possibility that the vast majority of the UKs video surveillance cameras are now resting somewhere between invariably inefficient operation, and an embarrassing waste of investment, it is rather ironic that around the world we are held up to be the masters at applying this technology, with untold countries gleefully queueing up to follow our less than exemplary example.

Sad to say, but early indications are that they are more than willing to make exactly the same mistakes as us, in a frantic yet understandable desire to play catch up. Video surveillance is already an extremely powerful tool, and its potential for development over the next few years would be like comparing a pocket camcorder to a Box Brownie.

We can either have an informed and long overdue debate about the future for our surveillance state, or accept that inevitably the concept of an individual being considered innocent until proven guilty, will undoubtedly be technologically replaced with potentially guilty .... until the computer says no!
